Hurricane Matthew is bearing down on Haiti with life-threatening rain and winds that could wreck havoc in the Caribbean nation. The National Hurricane Centre said the storm is expected to make landfall late on Monday. An evacuation order is in effect, but in at least one coastal town, about 2,000 people have refused to leave. We're already living in misery, this man said. If the hurricane comes, our situation will get even worse. A combination of weak government and poor infrastructure makes Haiti vulnerable to disasters. Still many people are reluctant to leave their homes for fear of their belongings getting stolen. Emergency workers say now they are trying to teach people how to hunker down for storm. Right now the teams are letting people know how to protect themselves, an emergency coordinator said. The storm comes at a bad time for the country which is expected to hold a long-delayed election next Sunday.
